    I want would like to know what the difference is between He is drink and He drinks.

    First of all you should write " He is drinking".
    Then, "He drinks" is "simple present" . Action in the present taking place once, never or several times.
    " He is drinking" is "present progressive". Action taking place at the moment of speaking.
