    Is moving/will move

    or
    He will move to America next year.
    Why? Can you explain please?

    Compare:
    I am swimming tonight. I am just mentioning what I usually do on Monday-nights.
    I am going to swim tonight: It is a near future and also a project.
    I will swim tonight, not tomorrow night. Pure future plus a touch of expression of my will, my decision.

    In your example, the simple future is the more classical of the two. Next year sounds a bit too long for "he is moving" but it could be said.
