Here's my suggestion:
Manmohan Singh is the 14th Prime Minister of India.
This sentence is in affirmative: Subject (Manmohan Singh)+ Verb (is)+ Object (the 14th Prime Minister of India)
Put it in interrogative: Verb + Subject + Object

or ,is Manmohan Singh the 14th prime minister of India?
