In Word Reference dictionary they say:
It is an informal expression used to tell someone to stop and consider their decision or opinion about something more carefully.

It means "be patient" (or more exactly, "stop being impatient" ).

If someone tells you to hold your horses, you are doing something too fast and they would like you to slow down.
