Which one is more correct a or b?
They always .... breakfast at 07.30
a-have
b-are having
I suggest have because something is likely a habit.
What about the progressive form; can we use it in such an example?

"Always" indicates the repetition of an action at that time, a "habit" as you said... Therefore, the simple present must be used=> "they always have..."

As here4u explained, breakfast is likely to be a repeated action. However, if the time is right now or the near future, you can use present progressive. I am having my breakfast now. I am having my breakfast a little later than usual this morning.
